Can chess association charge a mandatory P500 tournament organizing fee for every tournament under its jokey name jurisdiction?
First, let's start with chess tournament. Anyone either natural or juridical person can conduct a chess tournament for financial benefits, contribution to society, corporate social responsibility or any other reason.
Second, let's see the context of association, most association are created by private individual either operating publicly or privately, some created by government (e.g GONGO'S).
Third, as chess organization, we organize and promote chess events like tournaments, workshops, and exhibitions to increase interest and participation. Collaborate with other clubs makes tournament better.
Regarding the chess association, most of them are private organization operating publicly. They can't force a P500 tournament organizing fee for every tournament unless they have mutual agreement (e.g both have mutual benefits) or member of the organization. One of the chess organization ask us to pay the P500 without any receipt, (under the table) that's malpractices.
Anyone can join and leave association anytime.
Even, as President of Binan Chess Association, I can't force any person (natural or juridical) to pay the same thing to our organization if they conduct chess tournament in Binan. What we can only give/get is the collaboration and shared purpose on the chess as benefits to the society.
Some individual don't know the boundaries of its organization, they are collecting unreasonable fee to anyone (either member or not) for their personal interest.

A well-organized chess tournament can provide significant societal benefits, transparency, social, and cultural growth within the community than personal interest.
